Ridgecrest Oaks is the second phase of redevelopment of Rainbow Village Apartments and consists of a 80-unit senior affordable housing project that broke ground in May 2025. Ridgecrest Oaks serves tenants at 40% AMI and 60% AMI across 1- & 2-bedroom units, which are all contained in a single, three story low-rise building. Newstar is acting as a turnkey developer on Ridgecrest Oaks with Pinellas County Housing Authority to own and operate. Completion is expected in December 2026.
